Phlomis cashmeriana
There seems to be a few plants listed out there under this name, but ours is described here: Multi stemmed perennial with upright 3-4’ stems with fuzzy, silver-green foliage and summer spikes composed of showy whorls of lavender-pink flowers for an extended time. Flowers attract nectar lovers and pollinators, seed heads attractive into fall and winter. Most soils (even clay), drought tolerant, sun to light shade, deer ad rabbit resistant. Plants 2-3’ wide.
